A Politica de Avaliação da Educação Superior: antecedentes históricos

Abstract

This article contextualizes the historical background of the Higher Education Assessment Policy in Brazil. The first experiences of a model for assessing the quality of higher education were studied, with the University Reform Assessment Program (PARU) and later, other examples of assessments in the country, such as the Executive Group for Higher Education Reform (GERES). Next, we describe the implementation of the Institutional Assessment Program for Brazilian Universities (PAIUB), which was the first attempt to implement a national system for institutional assessment of higher education. In 1996, it was marked by the development of the National Course Exam (ENC), the “Provão”. In 2004, the National Higher Education Assessment System (SINAES) was implemented, which is made up of three assessment processes: Institutional Assessment; Undergraduate Course Assessment; and Student Performance Assessment.
