The school management and student learning from the prism of external evaluation

Abstract

The article maps studies that relate school management, external evaluation and use of results. The methodology used was qualitative research, with a bibliographical survey through State of the Question, involving research of academic works - articles and dissertations -, on the Periodicals Portal of the Coordination for the Improvement of Higher Education Personnel and the Brazilian Digital Library of Theses and Dissertations (BDTD). 24 works were found and analyzed – 17 articles and seven dissertations, whose findings allowed the organization of four categories: nine works present findings in defense of the use of external evaluation as a tool for pedagogical management and improvement of student learning; eight works point out the implications of external assessments in daily school life, indicating aspects that influence school management and teaching practices, based on the analysis of the results; five studies point out the harmful effects of external evaluation on daily school life, highlighting that its adoption has produced effects that affect the social function of the school, since it starts to revolve around evaluations, giving second place to other aspects of the political pedagogical project; and two works demonstrate the need to improve external evaluations as information tools for school management, whether in the way the results are presented or with regard to the training of managers and teachers in the use of information for pedagogical purposes. The studies helped to understand that the role of external assessments in public education networks has increased and affected managers and teachers, in a process of distributed accountability.

Possui graduação em Pedagogia pela Universidade Estadual do Ceará (2003), habilitação em Administração Escolar ( UECE ) e Especialização em Alfabetização de Crianças. É professora da rede municipal de educação de Maracanaú. Mestranda do Programa de Pós-Graduação em Educação da Universidade Estadual do Ceará (UECE) na linha de pesquisa C - Formação e Políticas Educacionais. Atualmente é Coordenadora de Articulação da Secretaria Especial de Integração de Políticas Sociais do Município de Maracanaú - Ceará.
